Abstract of the Report: Urban public governance faces numerous contradictions and conflicts. Dialogue and negotiation are potential approaches to resolving conflicts. Negotiation involves both a process of open and equal dialogue and a strategic choice for achieving consensus and establishing order. Through the dialogue and negotiation process involving various stakeholders, supported by the public dissemination of video media, more social entities can be mobilized to participate in grassroots social governance practices. This represents the rationale of dialogue - negotiation - co-governance.
